Can you fix this?

So I loved this game. I payed to get bronze VIP! But now my game wasnt working so I deleted it and wanted to re download it. But it only shows the loading sign and then shoes a cloud with an arrow. Can you please fix this and I want a refund or gold VIP!!! Im so angry
